I've been to Serbia quite a lot the past few years actually... I think they just need to get rid of the generations that fought in the wars, younger people there tend to be very pro-Europe but older live in another world
It's not intellect, it's strategy, they think they have more to gain than to lose, and that might be true short term, give or take a few decades however... the Black and Baltic seas are next on Russia's battle plan
